The first question is about “women in politics”.

- Evgenia Isaevna how do you think about women in politics and governance of the country less than men?

- Women prefer to stay in the background of men, and this happens for a long time. Although the historical experience has shown otherwise. I would like to mention Catherine the Great, without her permission, no one gun could shoot, or Margaret Thatcher, her decisions have brought the country to a sustainable development. Among Russian women, I want to single out Valentina Matvienko and Galina Karelova. They can compete with men and women’squalities only help.

- Hello, Evgenia Isaevna. I have two children, and I want to know why my daughter did not enter in North-Eastern Federal University?

- And how many points she has on the Unified State Exams?

- History – 14, informatics – 24.

- This is a very low result. No wonder that she did not entered the University, especially in the budgetary position. I can offer her to come to the preparatory department and properly work out, to enter the next year. - You talked about your opposition to higher education for a fee.

- I always say that higher education should primarily depend on the abilities of person and his work habits. University receives extra budgetary funds and the ability to develop thank to commercial groups.Last year we made for the government some prognosis demand in staff resources until 2016 and the organization of employment until 2025. It turned out that 24.7% of the working population of Yakutia has not professional education, almost every fourth person. This is higher in4%than in Russia and by 2% more than in the Far East.

- Hello. Thanks to you, the Republic joined in the pilot programof the exam. Do you know that many parents send their children to finish school in village where it is easier to get high points? What do you think about this fact?

- Parents should think before sending children to villages what they want: knowledge or points. And yet, as their children will be able study in a university.

I was not the initiator of the Unified State Exam. In October 2000 the Ministry of Education has offered since 2001 across the country to introduce a unified state exam, and I was one of the regional ministers of education, which has opposed. I argued that it is impossible then everywhere to enter the new form of certification of school students. But the fact that something needs to change, it was clear to everyone. The newspaper "Yakutia" in those years, wrote that out of ten thousand applicants 70% cannot pass the first exam. My suggestion - introduce a single examination by state as an experiment - if supported by the majority leaders of education in the region. Unified State Examination gave the chance to bigger number of our graduates to get higher education. But level of knowledge of school students, especially at rural schools leaves much to be desired. With mathematics, a foreign language normally, Russian, and here chemistry, physics, biology - simply trouble is tightened. Therefore we decided as much as possible to approach university to the village, regions. It is a question not only of the higher education. We have an experience of the Yakut technical institute which there began N.G.Khudoly where in one educational institution it is possible to get a primary professional, secondary and higher education. This experience can be spreaded and on other schools.

At the first meeting of the Academic Council, we decided it was wrong to accept the federal university of children with low points, and last year raised the bar: a minimum score in Physics - 36, Mathematics - 40, and this year in the departments where mathematics is major, brought to 73 points. This will reduce the flow of applicants and eliminate errors.

- But it turns out that you have infringed on the rights of young people. I think that not everybody study in good schools.

- I taught biology, when there was no teacher, and at night I studied the textbook, but to give full knowledge of the subject, I could not. Children are not to blame, that study in bad schools,in fact they are hostages of circumstances. I always say that parents should try to have their children learn in grade school.

- Evgenia Isaevna, hello. Can I transfer from Neryungri branch to Yakutsk due to family circumstances?

- You can. And you should apply to the university administration. And keep in mind; you have to pass the difference in the training course.

- Indeed, we created seven small businesses in 2010. This year we planned another eight, and 30 applications were received. These businesses, we create the business structures or individual entrepreneurs to develop new materials, technology adoption, etc. Thus, one of them "Stroykompozit" produces foam concrete for construction of residential and industrial buildings. There is a program of the University, where the directions in which we operate, including on High Technology. So if you have the desire, issued patent or know-how, finally, good ideas, aimed at the benefit of the community, come.

- Last year, my son entered Pedagogical Institute, graduated from the first course, and this year entered another department. We were asked to write an application for dismissal. Why?

- Unfortunately, it is accepted. This is a new entering to another department. So the first order will be issued of dismissal, and then of enrollment. Well, in the application you can write whatever you see fit. As for the lost years, then we'll figure out how to make it, of course, it cannot fall out.

- Why in the Republic there is no distant education on prestigious juridicaland economic specialties, how in the western regions of Russia?

- At the time, I prepared the letter for President Dmitry Medvedev signed by Viacheslav A. Shtyrov, in which I wrote: it is desirable that our country was involved in two pilot projects: public health (telemedicine, creation of a new diagnostic system), and distance form of training. We provided the money, opened a university education district, which includes about 50 schools. In addition, we want to teach groups of enterprises and institutions to conduct distance form of training in some specialties that do not require practical exercises for laboratory equipment. We want to create in the Yakut NEFU YMTER-University.This form of learning is called an "open university" in Britain, in Japan - "electronic", in Korea - "cyber-university." Principle is about the same. In South Korea, people generally get all the knowledge remotely, just pass the discipline. And when a member of the delegation said, " Are you sure that the student when he responds, at the computer has no textbook or the earphone in an ear ", university professor was surprised. Whom he will cheat? There is a different mentality, and responsibility. We also try to dodge, such as taking children to the village school to get high points.

- Hello, we live in a dormitory of Yakutsk State University of Engineering and Technology. We have court decision about evict, but with the provision of housing. But in court decision is not write who shall provide housing. What shall I do?

- I'll take care who should provide housing. This is not an isolated case. For example, a student dormitory № 21 was inhabited by members of university teachers, and I decided on their resettlement. This is not easy, but we try to help: someone gets microloans from extra budgetary funds of University, we appeal to the banks, ask for support the government, including the pilot project. But this only applies to those who work at the university. You are, as I understand, work in another organization. What is your specialty? University needs a lot of different specialists. Come on, maybe you handy.

- I’ll come.

- In the Norwegian University of Business and Economics students learn on excellent. Have our students such a prospect?

- We do monitoring the last two sessions have shown that there is a slight improvement in quality. 46% of students pass exams on "excellent" and "good." Of course, it depends on the teacher. Unfortunately, students are talking about it; the majority of teachers are not available. I remember my teachers, who were no less busy. Our curator U.M.Asekritov take an extra, have discussions on various issues with anyone who needed it. Or V.V.Alekseev that led us Mathematical Analysis. Therefore, good equipment, tools, and so on again. It did not give a significant effect without increasing staff capacity. Importantly, what is the teacher. But to help him, including domestic and material terms - my job as rector.

- But earlier there was one higher education institution in Yakutsk, and now there is a lot of. What do you think of a part-time job of the teachers?

- People are trying to earn money. So we need to raise the salary. Something we have already started to do. For the year doubled the number of teachers engaged in scientific research. We create temporary creative groups that conduct research and analysis. This may be the concept of development or career counseling students, technical procedures, recommendations, and technology. They receive material compensation. If a person becomes a candidate of science, he receives a lump sum of 100 thousand rubles, and his supervisor - 75. This is also an incentive. We will soon open two funds. The President of the Sakha Republic (Yakutia) Egor Borisov Afanasevich elected chairman of the Endowment Fund. One of the founders of the ESF will ask to become Mikhail Efimovich Nikolayev. We will make allowances to teachers who headed the laboratory; the department will create their own schools. I thought it would be a lot of applications, but just five people expressed a desire. On the one hand it is good, people realize the great responsibility, but on the other ... As for the salary, the average today is 25 thousand rubles, those who work in temporary creative groups, etc. - 36. Plus bonuses, but only for certain achievements in work. We spent the deposit rating of teachers in the professional development of students; as a result many of them received 60-80 thousand. Of course, there are disgruntled, but premium - it is not welfare, even though I requested the Academic Council to set the lower limit of 15 thousand rubles.

- Evgenia Isaevna, do you regret what went to university?

- No, only, there is no time. There is a wish to make a lot of things, to change, implement.

- Do you spend a lot of time at university?

- I finish work at ten pm and start to look mail, personal statements, documents and proposals. Of course, it would be charged an assistant or assistants, but because people have written to me, and I am responsible for the decision. I believe that the individual work with the post - this is my duty.

- What were the most difficult and the easiest for this year?

- The most difficult - to say "no", the worst thing –to deceive expectations of people.
