FOR WORK AT NEFU
I. WORK APPLICATION DOCUMENTS
Documents necessary for work application at North-Eastern Federal University:
· Document on education and qualification
Before you conclude an employment agreement with a host institution regardless of its type and length of stay, you need to have your documents on education/qualification/ issued by foreign states legalized (confirmation of its authenticity). This procedure should be performed before arrival in Russia in the procedure established in the country issuing these documents. In most countries, the apostille will be enough to confirm the authenticity of documents.
How to legalize documents for use in the Russian Federation
In accordance with the universal principles and the international legal regulations the documents which are issued in one country can obtain the legal power in another country in case these documents are legalized unless otherwise stipulated in international agreements.
There are two type of legalization:
- consular legalization;
- legalization through apostille;
1) Consular legalization.
The consular legalization is a procedure that provides the authentication of signatures, the authority of the person signing the document, the authentication of seal or stamp as well as the legal status of the document. The essence of the procedure is that the consular officer of the Russian Federation makes an inscription on the document which confirms the validity of this document. For performing this action is used a stamp containing the inscription:
"Консульский отдел Посольства Российской Федерации в ___________ удостоверяет подлинность предстоящей подписи и печати" or "Генеральное консульство Российской Федерации в _____________ удостоверяет подлинность предстоящей подписи и печати".
This inscription is put on the free space on the document or on its reverse side and sealed with the official stamp. Also the register number, date of legalization, surname of the consular officer are specified.
2) Apostille.
If the document is issued in the country which is the party of the Hague Convention of 1961, the legalization is made by apostille. A list of the participating countries of the Convention can be found on the official website of the Hague Conference.
Based on article 4 of the Hague Convention, the Apostille should be put either on the document or on separate paper which has to be sewn with the document. The Apostille could be on official language of the country where it is issued.
The legalization through the Apostille is the power of the authorities of the country where the document is issued.
3) Without legalization. Some international agreements of the Russian Federation stipulate the abolish of the legalization of documents.

If legalization procedure is not required a notarized translation of the document into Russian will be enough. Please note that a name of a specialist in the notarized translation should be identical with the name indicated in the Document on education/qualification.
The legalized documents and a copy of passport should be translated into Russian in due order, unless otherwise stipulated by international treaties of the Russian Federation on recognition of documents on education. The translation into Russian should be notarized. Then, they should be submitted to the Office of International Relations, M.K. Ammosov North-Eastern Federal University for further recognition procedure (determination of equivalence).
After consideration of the documents the Office of International Relations of NEFU issues an expert conclusion. The expert conclusion and the copies of the documents on education along with translated versions are submitted to the Department on Human Resources of NEFU for employment agreement conclusion.
NOTA BENE! To speed up the recognition procedure at NEFU it is recommended to send the documents by e-mail to the Office of International Relations right after you have completed the procedure of legalization.
The documents examination procedure shall not exceed 30 working days (1 month) from the date of documents submission when providing all the required documents.
· Work record (except cases when a foreign specialist/lecturer applies for the first time or on the basis of a secondary job)
· Employment agreement, signed by the administration of NEFU
II. MIGRATION REGISTRATION OF FOREIGN SPECIALISTS UPON ARRIVAL AT NEFU
Migration registration
The invited international lecturers/ instructors, who are planning to stay at NEFU for seven or more days, should register their stay in Yakutsk. For migration registration it is necessary to submit the following documents to the International Relations Office of NEFU not later than two days after arriving in Yakutsk:
• passport;
• migration card (issued at entering Russia).
NOTA BENE!
After leaving Yakutsk, or Russia and re-entry the Sakha Republic (Yakutia), and after staying at a different address (hotel or a hospital), foreign nationals are subject to re-registration at the Migration Department. In case of a late migration registration (primary and re-entering) of the invited foreign specialist the inviting department bears all the responsibilities for a late registration and is subject to penalties ( individuals - from 2 000 to 5 000 rubles, officials - 40 000 roubles, legal entity - 400 000 rubles)
III. MEDICAL INSURANCE
International specialists invited to NEFU are required to have medical insurance covering the whole period of stay in Russia. It is advised to bring national insurance certificate issued by home countries and valid in Russia or buy insurance plan in Yakutsk upon arrival. IV. VISA EXTENTION FOR INTERNATIONAL SPECIALISTS/ LECTURER

If an international specialist/lecturer is invited to work at NEFU for more than 3 months it is necessary to extend the existing visa period for the whole period of work at NEFU.
The NEFU structural department invited a foreign specialist is responsible for visa extension and should submit the following documents to the Office of International Relations 2 months before the expiration of the existing visa:
· passport
· a copy of the employment agreement
· receipt on payment of visa extension fee (1600 roubles);
· registration of stay
· migration card and its copy.
If the documents are submitted untimely an international lecturer/specialist will have to leave the territory of the Russian Federation in the period prior to the expiry of the visa.

Though there is some kitchen utensils left from the previous residents additional cutlery and cookware may be needed. One can buy them at Yakutsk stores upon arrival.

Dormitory Rules and Regulations
General instructions
§ Please, note that our dormitory is completely alcohol- and smoke –free.
Living with people in university accommodation brings with it a responsibility to treat others as you would like to be treated yourself.
Be conscious of your roommates and neighbours whilst you are socializing and taking part in recreational activities within your residence and please try to return to your rooms as quietly as possible if coming home late at night.
Be considerate towards your fellow students, staff and neighbours by taking note of the following points:
§ We ask you to keep your bedroom and communal areas clean and tidy. In all our accommodation, it's your responsibility to wash up, keep surfaces clear and clean any microwaves, fridges or ovens yourself. If the communal areas are not kept clean the warden or residence manager may issue a warning and request that the areas be cleaned properly. If you have repeated warnings, you might end up having fine or eviction. Thus, we kindly ask you to keep your room and the premises in a clean state and maintain tidiness and carry out your share of cleaning in the communal areas, e.g. the kitchen, toilet, bathroom and laundry.
Alcohol and drugs
Any matter involving alcohol drinking or illegal drugs will lead to action under the General University Disciplinary Regulations and will usually be reported to the police. There is no maximum fine for these offences and penalties can include being thrown out of the University. We hope for your understanding.
Please note that upon getting 3 reprimands for the violation of above-cited rules a resident will be evicted from the dormitory. We thank you for your understanding.
