Duties:- The rector is the sole executive body of the institution, carrying out current management of its activities;- Independently carries out current management of the University in accordance with the legislation of the Russian Federation, the legislation of the Sakha Republic (Yakutia), regulatory legal acts of local authorities, the Charter of the institution, a collective agreement, agreements, local regulations, an employment contract, with the exception of issues, decision-making according to which it is assigned by the legislation of the Russian Federation to other authorities and officials;- Approves the structure and establishment according to the established order, adopts local regulatory acts, approves the regulations on structural divisions and branches. Provides the effective performance of the institution and its structural divisions. Carries out the employment of the institution in the established order, as well as the conclusion, amendment and termination of employment contracts, the promotion of employees of the institution, as well as bringing to disciplinary and material liability in accordance with the legislation of the Russian Federation;- Submits to the Ministry proposals to the state assignment for the main activities carried out at the expense of subsidies from the federal budget for the financial support of the fulfillment of the state assignment;- Ensures the full implementation of educational programs, compliance with established federal state educational standards; responsible for the quality of education of graduates. Approves the rules for admission to the University for studies in the main educational programs implemented at the University;- Distributes indicators of the amount of public services (positions) contained in the state assignment approved by the University between the separate subdivisions created by it in the established order (upon adoption by the University of an appropriate decision) or makes changes to these indicators in the order established by the legislation of the Russian Federation;- Provides and coordinates scientific and innovative activities, approves annual plans for research, experimental development, expert, analytical, experimental design and technological work;- Plans activities taking into account funds received from all sources, ensures targeted and efficient use of funds of the institution, as well as property;- Provides timely and high-quality implementation of all contracts and obligations, safe working conditions for employees, as well as social guarantees;- Submits draft action plans and reports on the implementation of these plans in the order and terms established by the legislation of the Russian Federation;- Responsible for the implementation of decisions of public authorities and the Academic Council of the University;- Ensures the implementation of all planned indicators of the University;- Carries out the resolution of other issues referred by the legislation of the Russian Federation, the Charter of the NEFU and the labor contract to the competence of the rector.* from the employment contract, NEFU CharterBiography2013-2017 Director of the Institute of Natural Sciences of the North-Eastern Federal University named after M.K.
