North-Eastern Federal University named after M.K. Ammosov was established on the base of the Yakutsk State University, it joined the three federal institutions of higher education, and four scientific research institutes. This was the first step in creating a multi-scientific and educational complex, where inhabitants of the northeast territories of the Russian Federation study. Today, Federal University covers its scientific and educational activities more than a quarter throughout the country, more than 23 thousand students study here, and scientific researchers are conducted in 17 directions.
There are 19 academic departments and three branches in Federal University (Technical Institute in Neryungri - main center of the coal industry of the Far East of Russia, Polytechnic Institute in Mirny - the center of Russian diamond production, and the branch in Anadyr (Chukotka).
University provides educational activities for 172 higher vocational education programs, 179 programs of postgraduate education, 13 secondary vocational, 8 programs of initial vocational education.
In the future, university should become a unique "Yakut Science City", under the auspices of which will be scientific and educational cooperation, aimed at innovative development in northeastern Russia and the Far Eastern Federal District.
NEFU is one of the best of the federal universities of Russia. It was created by the decree of the President of the Russian Federation in accordance with the Program of development NEFU 2020 approved by Vladimir Putin.
NEFU is actively working on the formation of innovation and technological core of the regional innovation system of the Republic of Sakha (Yakutia), acting as a system integrator of research and development, providing the institutional and infrastructural support to innovation.
The main instrument for implementing this important area was the Arctic Innovation Center (AIC) - multi scientific and innovative education center, created in 2010. The main purpose AIC is commercialization and practical application in the real production results of intellectual activity of scientists and students of NEFU, creation of small innovative businesses.
Interests of AIC affected mainly the industrial sector, environmental management, climate research and tests, the northern medicine andpharmaceutics, research in genetics, information technology, construction, fuel and energy, innovation in science and education.
AIC provides necessary support for small innovative enterprises, coordinates the interaction between developers and investors. Department of support of small innovative enterprises was created specifically for this purpose. 19 small innovative enterprises were created during the implementation of this program.
We created 38 new laboratories for 2011-2012 academic year including Russian-German laboratory for the study of environmental conditions in Arctic region, "Molecular genetic technology", "Mechanochemical Technologies", "Cell Technologies" at the Faculty of Biology and Geography, "Building Materials in the North", Training and Research Laboratory of Building Physics, "The Test of building structures", "Laboratory of heat generating plants"in Engineering - Technical Institute and" Ethno-cultural education"in Teacher training college.
In 2011, we performed 246 financed by scientific research and development, it is on 1.7% more than in 2010, including: from the funds Russian Ministry of Education - 63, from the of Russian funds supporting to scientific, technological and innovation activities - 13, from the budgets of the Federation, the local budget - 67, under contracts with the organizations - 64, from the Russian sources other budget and own resources of the university - 22, at international cooperation - 16 research.
Total amount of financing in 2011 was 321,300,500 rubles, two times more than in 2010; amount of funding for a science teachers was 210.4 thousand rubles (in 2010 - 127.2).
II. Recent years Chinese-Russian relations has consistently strengthened and reached a higher level of partnership and strategic interaction. Common interests of the two countries are to increase cooperation in education and science.
Relations between Russia and China are deservedly called the example of a new type of interstate relations. For today the cooperation of the Republic of Sakha (Yakutia) - the largest region of Russia - with partners from China is one of the main directions of development of external relations of the country.
North-Eastern Federal University actively helps to establish productive relationships with international partners in the northern part of China. International cooperation is one of the main aspects of North-Eastern Federal University named after MK Ammosov. Unique geopolitical position of the University determines our priorities for co-operation, which primarily consists of the Asia-Pacific and the Arctic regions.
Now NEFU successfully cooperates with more than 10 universities from China. Our partners in China are China Agricultural, Dalian Polytechnic, Dalian Medical University and etc.The international activities with them are carried out in the following directions:
1. organization of programs of academic mobility for students and faculty;
2. exchanging specialists for teaching and lecturing;
3. conducting joint activities in sphere of culture and sports;
4. preparation of joint scientific monographs, scientific and methodological publications and popular scientific publications;
5. creation of joint program of double certification and training of qualified of specialists in directions of bachelor and master;
6. conducting joint scientific and practical projects, conferences, meetings and seminars on scientific directions of mutual interest;
7. Establishment of joint research centers and laboratories, etc.
Department of Oriental Languages and geography of Institute of Foreign Philology and Regional holds this direction a great job. At this department since 2000 students has been training in the specialty "Chinese Language and Literature." It has successfully implemented the joint training with HeilongjiangUniversity.Curriculum was developed on the basis of agreements with this university; the curriculum allows students to get simultaneously degrees NEFU Higher Vocational Education and Bachelor of university partner.
One of the perspective direction of Russian-Chinese cooperation, we consider supercomputing technology. In November 2011, NEFU held the International Conference "Supercomputer the mathematical models."During conference, there was presentation of cluster "Arian Kuzmin", it is one of the most powerful hybrid supercomputers in Russia and the most powerful in the Far East. Colleagues from China appraised the power of the new high-performance supercomputer. Computing resources are used in a joint scientific research on permafrost in Yakutia conducted NEFU from China Agricultural University and the Beijing Forestry University.
We signed an agreement on cooperation in the sphere of journalism from the Qiqihar University. NEFU Students’ can travel in Qiqihar for practical training, and lecturers of Qiqihar University invited in NEFU to give lectures on subjects of "The system of modern media in China" and "Internet and online media in China." Qiqihar University will be a partner in the creation of the Russian-Chinese cultural center in the NEFU where planned learning Chinese language.
At the moment 100 students are studying in educational programs NEFU, including students from China. Direct organizational works with Chinese students spend International Relations and the Institute of the East NEFU. The organization of training, provision of social and legal support to foreign students is among their most important tasks.
A large number of grants for training students of NEFU are allocated from China.
In general, we believe the cooperation with universities and organizations of China are very promising and productive; we are ready to look for new partners and the development of new international relations. All of this will help expand productive and mutually beneficial cooperation between higher education institutions of Russia and China for the prosperity of our two countries - strategic partners whose interaction tested by time and towards the future
III. We are working on a serious problem: how from student to form and educate cultural person how to involve all students to the most important areas of cultural knowledge. We introduce 200 scientific seminarsfor students of 1 – 2 years students, open SIS - Sakha international school, where students will have the opportunity to get acquainted with the unique experience of human habitation on permafrost, housekeeping at the lowest temperatures, etc. We invite the participants of the Forum of Rectors become lecturers in this school.
