August 30, 2013 at the meeting with colleagues from university in the report "academic excellence, effective interaction" were identified 7 major tasks on 2013-2014 academic year :
1. Revision of the structure, content and technology educational programs to meet the requirements of employers.
2. Expansion of applied bachelor programs.
3. Involve students, starting with 2-3 courses in real scientific research.
4. Development of research laboratories.
5. The development of graduate and postgraduate. Transformation in master-postgraduate university.
6. Increased interaction and the formation of new partnerships with various members of socio-economic development in the region.
7. Promoting NEFU the domestic and international educational market as university, implements the practice-oriented training program. ***
2014/2015 academic year has a number of significant events, which undoubtedly will affect our work: Firstly, the new academic year began with the visit of Russian President Vladimir Putin. High score,that is given by the leader of the country, further increases our responsibility, raises new plank towards which we should strive. Secondly, this year we are celebrating the 80th anniversary of higher education in Yakutia. Each stage of the development of university has its own characteristics that are commensurate with the history of the republic and the whole country. Today university is developing dynamically in many areas, the high score of our activities is given by President Vladimir Putin.
To this date, we plan to coincide with the opening of the park of professors, update the exposure of Higher School of Yakutia museum . Under the leadership of V.I. Vasilyev prepares collection that reveals the history of formation and development of departments.
Third, completed the second stage of the Program of the development of university. The main objective of this stage is the formation of NEFU as one of the leaders of russian education: research and innovation developments nationwide and global levels, the entry in the list of the top 180 universities in the National Ranking.
December 9, 2009 at the meeting of the intersectoral working group on the priority national project "Education" under the President of the Russian Federation on the implementation of priority national projects and demographic policy were first discussed the concepts of creating Volga, Urals, Northern (Arctic), North-Eastern and Far Eastern federal universities. On december 9, 2014, after exactly five years, will be held North-Eastern educational forum at university where the heads of leading russian universities were invited. The forum will be summed up development program. Council of Rectors of the Far Eastern Federal District is planning to hold a meeting on the role of universities in the innovative development of the Far East and the Baikal region.
On April 2, 2015 will be the fifth year when MK Ammosov North-Eastern Federal University, by governmental decree number № 499-r, was created.
Fifth, in the next quarter of this year, university will host the accreditation procedure - setting match the type of educational organization, the level of ongoing educational programs and their orientation, and the content and quality of graduates of educational institutions of the federal state educational standards. 256 higher education programs and 12 programs of secondary vocational education, implemented in university and its affiliates, goes on state accreditation .
Sixth, in 2015 a massive shift to the two-level education are completed . At present time 2279 the fourth year students are studiyng at university in BA's educational programs who will join the ranks of graduates of NEFU next year.
Seventh, the implementation of projects to invite leading scientists of world renown, aimed at the development of fundamental and applied research in the field of mathematical modeling, environmental security, technologically efficient reproduction of the mineral resource base, natural resource management are completed. In December we plan summarizing research carried out jointly by scientists of the Russian Federation and foreign countries:
Project "Development of application software for computational and theoretical support the development of solid minerals and hydrocarbon resources" under the direction of P.N. Vabishchevich, Doctor of Physical and Mathematical Sciences., Professor, Chief Researcher of Institute for Mathematical Modelling of Russian Academy of Sciences;
teaching and research laboratory "Molecular genetic technology" under the direction of I.S. Zulfugarov, Research Professor of the Graduate School of Natural Sciences of Busan National University (Republic of Korea);
educational, scientific and technological laboratory "Technology of polymer nanocomposites" project "Chemical technology of nanomaterials and hydrocarbon resources" under the direction of leading scientist, research professor at University Miondzhi (Republic of Korea) Jin Ho Cho;
Project "Histological, cytological and biochemical analysis of changes of moonphase activity of organs and tissues of animals as components of moonsensory system supposedly controls the course of lifetime hours of brain development and aging of the body," in which as the scientific adviser Ph.D.,senior research fellow of N.M. Emanuel Institute of Biochemical Physics of Russian Academy of Sciences, A.M. Olovnikov acts.
The main tasks of the university in 2014/2015:
Firstly, the development of educational programs of Master's Degree.
One of the indicators of the competitiveness of university in the global market of research and educational services is the percentage of students enrolled in educational programs of Master's Degree. For four years, the number of educational programs of Master's Degree implemented at university, has grown 13 times (in 2010-2011 academic year - 4), but in comparison with the leading russian universities insignificantly. This year 677 students are studying on 51 educational program (3,7% of the total number of students).
We lay hopes on the "100 masters of education" project realized jointly with the administration of Yakutsk according to 9 master programs. This year we began preparation according to the master grid program "Literatures and Culture of the Russian Macroregions" jointly with Northern and Ural federal universities.
The second task is development, statement and implementation of independent educational standards. Among problems of the educational programs which realized now, experts carry a large number of small disciplines, essential distinctions in sets and labor input of a basic part of programs, lack of conditions for an individualization of an educational trajectory owing to a big difference in curricula. At university drafts of 63 independent educational standards are developed, their examination, adjustment and the statement on the Academic council of NEFU is necessary.
Target reference point for 2015-2016 academic year is 100% of independently developed standards on the educational programs realized at the first year of bachelor degree. It will allow to unify a basic unit of educational programs by introduction of a uniform matrix of the curriculum, to integrate disciplines and to create conditions for optimization of resource providing (educational and methodical documentation and educational and methodical literature), formations of uniform funds of estimated means for disciplines.
As you know, at university the standard of an assessment of quality of education is accepted, the Department on ensuring quality of education is created. The next step is creation of intrauniversity system of an independent assessment of knowledge of students. We have to inform all students, parents, the public, employers which values we preach. We will aspire that the carried-out assessment was independent, objective and open.
According to the offer of Rosobrnadzor our university jointly with Moscow law academy, the Moscow city pedagogical university, A. N. Tupolev Kazan national research technical university was included into the project of the independent assessment of knowledge of students including participation in an assessment of representatives of professional associations, future employers.
Fourthly, one of requirements of federal state educational standards of higher education is active use of modern educational technologies in educational process. In this regard the faculty is faced by a problem of a choice of the educational technologies allowing to create conditions for formation and development of professional competences of students. Many researchers of education consider that technologies can act as the catalyst of various changes in the contents, methods and final quality of processes of teaching and training, most often carrying out changes from lecture form to education constructive research.
Opening of clinic allows medical institute to actively use technologies of imitating modeling. The Simulation center becomes base for vocational clinical training and working off of practical skills with use of a wide range of various models. About efficiency of use of such technologies show results of participation of students of institute at the surgery olympiad in the Far East.
NEFU jointly with Skoltekh carries out professional teachers development introduction of the CDIO technology for training of future engineering personnel. The mountain faculty in this year held the second All-Russian championship according to the solution of cases in the field of mining. One of the most effective technologies of training – a case-stada is the cornerstone of the championship.
At the same time results of polls testify indicates a lack of variety applied at faculties and institutes of educational technologies. It is possible to refer trainings, distance learning to number of the technologies which are least actively used by teachers. Almost every tenth respondent considers that for use of modern educational technologies there are no skills.
For coordination of works on introduction of modern educational technologies we begin implementation of the "YaGU" project (The Yakut global university). We will develop system of organizational and information-methodical support of introduction of remote technologies through institute of continuous professional education, the interuniversity educational and methodical center.
Fifthly, results of reception campaign demonstrate how quality of school education directly reflected in quality of the contingent of students. As we know, results of Unified State Examination in the republic in this year were low, that was reflected in results of entrants. If in 2013 the GPA of Unified State Examination of the students who arrived on the first course in accordance with general practice was equal 60,01, this year big efforts succeeded to reach 57,94.
We need to take measures for improvement of quality of school education, to strengthen work with teachers and future entrants. We will renew traditional forums of subject teachers of the republic: mathematicians, physicists, geographers, philologists. The institute of continuous professional education jointly with faculties and institutes needs to expand a range of advanced training courses of teachers in the field of special knowledge.
The special attention will be paid to development of the university educational district. The other day we received good news: The northeast Olympic Games of school students on physics the second time were included into the list of the Russian Olympic Games of the school students approved by the Ministry of Education and Science of the Russian Federation. The list included also the Olympic Games "Star", "Future of Siberia", "Hope of Eastern Siberia" in which NEFU is the co-organizer.
Sixthly, development of university as leading expert center.
Development of expert and analytical activity is one of priority problems of development of university.
The center of law researches of a sustainable development of the Arctic and indigenous ethnic groups of the North become the leading expert concerning a sustainable development, the ecological legislation. With participation of teachers and students scientific ideas of the center are embodied in drafts of republican and federal laws, concepts, legal examinations of projects of social and economic development of the Arctic territories of the country and legal status of indigenous ethnic groups of the North, rendering a legal aid to citizens and nomadic communities.
The center of linguistic examination at Philological faculty in three years carried out about 100 linguistic expertizes
The "YAKUTSK-EKSPERT" test center carries out laboratory researches and certification of construction materials, products and designs: furniture, products wooden, plywood production, leso-and timber, preparations, joiner's products, wall materials; the knitting materials, mixes concrete, solutions, construction, heat-insulating materials and products, etc. The test center was highly appreciated by A.A. Fursenko, the Assistant to the President of the Russian Federation.
Staff of research institute of applied ecology of the North is experts of competitions of the Russian geographical society, besides, is attracted for environmental assessment of project documentation of Rosprirodnadzor on the Sakha Republic. The laboratory of physical and chemical methods of the analysis of NIIPES is accredited in Federal Agency for Technical Regulation and Metrology that allows to act as the third parties in arbitration and judicial proceedings, to act as experts in controversial issues.
Seventhly, it is necessary to intensify participation of scientific and pedagogical workers in competitions of scientific programs and grants.
Scientific researches at university are carried out on projects within the analytical departmental scientific program of the Ministry of Education and Science of the Russian Federation "Development of scientific capacity of the higher school 2009-2011", programs of the Ministry of Education and Science of the Russian Federation "Support of the leading Russian higher education institutions", the federal target programs "Scientific and the Research and Educational Personnel of Innovative Russia for 2009-2013", "Development of Infrastructure of Nanotech Industry in the Russian Federation for 2008-2010", "Development of Education for 2011-2015", "Researches and Development in the Priority Directions of Development of Science and Technologies of the Russian Federation 2007-2013"; Russian scientific fund, RGNF and Russian Federal Property Fund. At the same time, activity of participation of scientific and pedagogical workers in competitions of scientific programs and grants.
We should solve even more significant problems for what we have to be well-consolidated, aimed at positive result.
