- No, I rarely take offense.
- How did it happen that your performance was remarked by the president?
- You know, I'm not particularly worried about it, anyway, until my daughter called me, who is 16 years old, and asked is everything all right.
-What did you say?
- I told her that there was nothing wrong, the President made the remark within the frameworks of meeting moderation. Finally, it is his right to remark anyone. Having arrived, I looked at users’ feedbacks of the Yaknet and realized that this problem affected the people.
The main point that, Dmitry Anatolyevich addressed to the rectors and asked to talk about what is going at our universities in his opening speech. I respect the staff of teachers and NEFU students, I’m proud of their achievements and the regional authorities support, who make a lot of things that others do not, so there is something to say and offer.
The text of my speech no one got an approval in Moscow. It was talked only over the rules and the order of appearance. The staff of the presidential administration said that I should come first and my performance should take about ten minutes. If at the beginning of the meeting was told, as after my talk, speak "short and to formulate proposals," I would have done. I do not like to perform, always keep to the subject for less than 3-5 minutes.
In general, according to opinions of experts, colleagues, with whom I could talk after the meeting, my report contained a number of aspects relating to the rules of public life. I talked about the things that concern everyone. And maybe, it turned out that I wanted to do impossible and cover all the issues. By the way, I was hoping that the president will make a decision on the scientific foundations of universities, the loan fund for students. But he is not focused on it, but later, at another meeting postgraduates were talking about supporting of research funds, for example.
- How necessary were your thanks to the authorities, announced in the preamble of the report?
- What does mean "necessary"? Normal people do not expect thanks, as you know. Again, it is known that normal people should be able to be grateful for! It sounded because I respect the president, who does a lot, that keeping of stability in the society depends on him to. Thanks to smart authorities, we have the opportunity to develop. Thanks to the measures taken in the country, probably we live not bad. And I say it sincerely. No one twits me about my courtliness.
If we recall, at the time I refused to be a representative of Boris Yeltsin, who as president, adopted an amendment in law "On education", which guarantees free and accessibility of this education only from 1 to 9 grades. I talked about the fault of this step. I tried to persuade, they said that now the concept of another school, but I was convinced that it was a shameful stage in our lives.
-You have participated in the primaries of “United Russia" for the election of candidates to the State Duma. Tell me can you combine the activities of the rector and deputy?
- I worked as the representative of three presidents and as the representative of the State Duma deputy Julia Peskovskaya. I was pushed for and I am grateful to our people for being given such evaluation. But I do not intend to combine activities and to become a State Duma deputy. I gave Vladimir Putin the word and I should do.
"The student costs 200,000 per year"
In fact, we have so many realized ideas. We decide together with the government decision for "painful" questions of many students. As a result, for example, living of students is 121 rubles in dormitories, not 6000, as in other universities. Lunch - 80 rubles. University took care of all utility spending. I am very glad that we have access to the Internet. If it will be cheaper, it would be very great. Now University pays 8 - 9 million a year for the Internet in the dormitories. In addition, the Government of the Republic is quoted in our annual jobs, resulting in our highest rate of employment - the specialty settled 96% of our graduates.
-Honestly, I'm surprised such a high number. When it was YSU graduates obliged to bring certificate employer warrant.
- This is wrong information. In fact, without intent to get somewhere not allowed to diploma paper.
- How do these intentions should be expressed?
- In the form of a contract with an organization, where, for example, the person was in practical training. This is a general rule for all universities. The so called "free distribution" has those who have studied on a commercial basis. Though, mind you, even those who pay for their education should know that the state pays for two-thirds. Student costs 200 000 a year, and he pays 40-60 thousand. And we do not increase the cost of training in the past and this year.
- And the next year?
- If the rates will rise, it would be recalculated.
-How many budget places the university has?
- At the expense of the federal budget for the first year students was accepted 2750. The state order of the Republic is 200. Number of budget places is growing, for example, compared with 2010 increased by 20%.
Phantom center for medicals
- Is it true that some dormitories are still under repair?
- Scope of work is big, too much accumulated. For example, a dorm of 66 quarters since 2000 was not repaired, but waterproofing has been broken for a long time. And the contractors let us down. They were to finish on 25 August, but the timing of the repair removed. Some had a lot of building projects on the side. The students, who should stay in the dorms 66 quarters, temporarily we are accommodating them to the hotel, to friends and relatives.
- And now in medical institute there is a repair too or reconstruction?
- The fact that the leadership has ordered the equipment to be a complete overhaul of the room. Therefore, the medical institute will be located in the old dormitory number 12, which is capitally repaired. However, the classes began, study places were arranged. The students will soon get two good renovated building. In addition, we decided to create a phantom center for medical students. It will allow future professionals trained on the robots. It costs 216 million. But in 2015, the government promises to provide funding for the new building of the medical institute.
"Each has its own fiesta"
- NEFU Students still not permitted to go to the night clubs?
- Yes, I believe that children should be brought up in severity. But I cannot deny every person has its own fiesta. I crave that they should not go to the night clubs.
-I can not but ask this question: what perfume do you use?
- Once one person who has known me and asked if I had any disadvantages. I said that I have many disadvantages, and in particular I can’t stand strong smells. I even stopped to think. Here I have a physiological feature. And the newspapers reported that I can not stand cheap perfume. Not true! As for your question, I generally prefer not to use. I think that from a man should smell clean. Rarely use Hermes.
"Every fourth Yakut – is not educated"
- How do you assess the level of students?
- Last year, when I came to the university, I paid attention at the low entering scores. Then I said that with 24 points in mathematics, we can not take the students. Last year we raised math scores receiving up to 40, and this year up to 60-70 points. As a result, we gained level mathematics with an average of - 81. I mean among the good you can find the best!
-Do you think that the State Exam is an objective indicator?
- Yes, but not the only one. One would allow universities to decide on results of interviews conducted after dialing the State Exam, and to look at the motivation, human’s professional orientation.
- And should human try to get education?
- Must and shall! In this regard, the experience is indicative of South Korea, Finland and Canada, where more than 25% of the adult population has a college degree. Russian census of 2002 showed that in Russia the number is only 15.7%, and in Yakutia - 14%. In the past year we have forecast the needs of personnel and to assess the current situation. It turned out we have a very high percentage of people who have no professional training - 24%. That is one in four Yakut has a specialty. Hence there are the lack of productivity, low wages and lack of efficacy. So if we want to build an innovative society, economic development, people should receive a higher education. University Diploma largely determines the fate of human advancement through the ranks to the position in the society.
"Never forget about the dignity"
- How much is the average salary of teacher?
- Last year, the average salary of teachers was RUR 22,000 per month, this year, RUR 35,600. I note that the teachers have the opportunity to earn more by working on research. 70% pay rise for technicians. They get to RUR 12-15 thousand. Also it increased payment of cleaning staff - to 9500. My monthly salary is 220 thousand. By the way, my deputies, vice-chancellors have higher salaries. And Anatoly Alexeyev, as rector of YSU, and later president NEFU received much more than I do. Because they are read lectures and lead the Departments. I do not have time for such a good things!
-Now, did he continue to hold office?
- No, in June this year he was elected as director of the Institute for Human Studies, SB RAS. Anatoly Nikolaevich is very kind, gentle man, so perhaps, in comparison with him I’m more hard-edged. Although I am sharp only when a person fails or deceives; glad that it is rare.
-Can you shut at your subordinates?
- Don’t say that. I hate high tone. Perhaps, I have too strong sense of self-respect. Possible, but I remember that every person has dignity, and never forget that.
