Experts on the implementation of inclusive education should unite and become a scientific defense of people with health problems, such opinion was expressed by Director of the Centre for the Development of Inclusive Education of NEFU Panteleimon Egorov during a scientific seminar «REHACARE International», which took place in Düsseldorf (Germany).

"In Germany and throughout Europe do not use the word" disabled ", and use the term (Behinderte)« people with limitations ", as can be seen from the scientific articles. Apparently, some specialist translated it as "people with disabilities", which became widely used in Russia, "- he says.

Panteleimon Yegorov said that the functions of kindergarten education in Germany is not included, they perform only the functions of education and supervision. "In October 2013 a law was passed on inclusive education in Germany. Since 2015 every kindergarten and school should be inclusive, that is, any child with health problems have the right to grow and learn in the community, and a kindergarten and school are obliged to create special conditions for their comfortable learning. "

During the visit, the experts visited two universities in Germany, where they became acquainted with the organization of the Advisory Centre with students with special educational needs. "We note that, ironically, in NEFU conditions of teaching students with special educational needs is much higher than in Germany," - said Panteleimon Egorov.

We discussed with German colleagues the possible directions of international cooperation between universities. They proposed the creation of an international consortium of universities for the implementation of a continuous system of inclusive education, which was supported by representatives of three universities in Germany.
